apartment fire, and people on rafts

In this dream I was living in an apartment building. Alarm were ringing. Several people were in the hallway. There was smoke in the stairway.

Next I am outside. I see some people I know and suggest we go for coffee while we wait to be let back inside.

Next I am sitting on a dock at a lake or ocean. Many people are there. Most are building rafts from scrap wood. One man has wood and nails, but no hammer. For some reason I have a hammer and give it to him.

Next police arrive by boat and begin a role call for those who were living in the apartment. My name is called.

There were a lot of people, more than what could live in an apartment. The seemed to be more foreigners than expected.
